Conn. Police Fine Students for Cursing
Hartford, Conn., Police Fine Two Dozen High School Students $103 Each for Cursing

HARTFORD, Conn. Dec 1, 2005 — Bad words are costing Hartford Public and Bulkeley high schoolers $103 each.

Police officers assigned to the schools have fined about two dozen students for cursing in a new program to curtail unruly behavior. The joint effort by school and police officials targets students who swear while defying teachers and administrators.

"We're sending a message to the parents and to the teachers," said Sandy Cruz-Serrano, senior adviser to Superintendent of Schools Robert Henry. "We are trying to bring back order to the schools."

Parents are required to pay the fines if the students cannot.

"Our heads are spinning with that," said Sam Saylor, president of the district Parent Teacher Organization. "The kids are really indecent with their swearing and they're swearing at teachers. This is their way of curtailing it making the parents pay."

Keila Ayala, 17, a Hartford Public sophomore, said she was ticketed for shouting an expletive in an officer's face while handcuffed for taking a swing at him.

"It'll stop me from swearing," she said. "Well, it won't stop me from swearing, but I won't cuss at the teachers."

George Sugai, who teaches school discipline at UConn's Neag School of Education, is skeptical of the effort. "Research says that punishing kids doesn't teach them the right way to act," he said.

But Hartford Police Officer Roger Pearl said the program is working.

"Before, the kids were swearing all the time. It went from many incidents to almost nothing," he said. "It's quiet in the halls."

I think police should start requiring public assembly permits for groups of high school kids over 30 hanging around.

There's a group of high school kids that hangs out between classes in front of where I work. They are so LOUD and have the WORST mouths. Mother f***ing this...B**** that, N***** this etc.

When I was in high school, I hung out in groups of 5 or 6 max. Gangs of 30 start effecting the tourism industry.

Well, like I said in a previous post: It comes straight from the top. We have a Vice-president of the USA who publicly tells a Senator to his face to "Go f*** yourself!"

Really classy.

Let's see, I think it started when Madeline Murray O'Hare complained she didn't want any prayer in our schools.

And we said, OK...

Then, someone said you better not read the Bible in school, the Bible that says "thou shalt not kill, thou shalt not steal, and love your neighbors as yourself,"

And we said, OK...

Dr. Benjamin Spock said we shouldn't spank our children when they misbehave
because their little personalities would be warped and we might damage their self -esteem..

And we said, an expert should know what he's talking about so we won't spank them anymore...

Then someone said teachers and principals better not discipline our children
when they misbehave. And the school administrators said no faculty member in this school better touch a student when they misbehave because we don't want any bad publicity, and we surely don't want to be sued.

And we accepted their reasoning...

Then someone said, let's let our daughters have abortions if they want, and they won't even have to tell their parents.

And we said, that's a grand idea...

Then some wise school board member said, since boys will be boys and they're going to do it anyway, let's give our sons all the condoms they want, so they can have all the fun they desire, and we won't have to tell their parents they got them at school.

And we said, that's another great idea...

Then some of our top elected officials said it doesn't matter what we do in private as long as we do our jobs.

And we said, it doesn't matter what anybody, including the President, does in private as long as we have jobs and the economy is good...

And someone else took that appreciation a step further and published pictures of nude children and then stepped further still by making them available on the Internet.

And we said, everyone's entitled to free speech....

And the entertainment industry said, let's make TV shows and movies that promote profanity, violence and illicit sex... And let's record music that encourages rape, drugs, murder, suicide, and satanic themes...

And we said! , it's just entertainment and it has no adverse effect and nobody takes it seriously anyway, so go right ahead...

Now we're asking ourselves why our children have no conscience, why they don't know right from wrong, and why it doesn't bother them to kill strangers, classmates or even themselves.

Undoubtedly, if we thought about it long and hard enough, we could figure it out. I'm sure it has a great deal to do with...

Many municipalities have a loitering ordinance that governs this type of behavior. Yes, it may be an infringement on "freedom of association," but it's purpose is to demand public civility, just like the cops in Hartford are doing with those ghetto kids.

However, getting the cops to enforce it may be difficult if they're overburdened with other more pressing calls. Try calling the cops, Viva, and see what happens. :D

Ha ha, I only call the cops on the older Italian kids that hang out on my block. I call them the Growing Up Gotti nightmare.
But they actually break stuff, like car windows and grab the trash cans and throw them around the street.
The gaggle of high school kids are just LOUD! but not really distructive.

LEmonLime I LOVED your post and it is sooooo very true... A lot has changed since the prayer in school thing- I remember when in happened and society has been going down the slippery slope since then.........long before the VP used his profanity, by the way.

I would have said if they didn't pay the fines they should have to do mandatory community service for the amount they owed. Some kids might not care since the parents will have to pay if they don't. They are old enough to be in control of their own actions. I say let them pay for it themselves either with their own money or their own time. Having to do things for someone or something other than themselves might give them more respect for other things in life.
