I'm not sure I fully understand the question. I don't think there is any way you can hurt someone by telling them you like them. I worry more that the person paying the compliment might not find the feelings reciprocated. I worry that they might be hurt. This is easy. Just smile and say, "Do you have any idea how attracted I am to you?" By making it a question, you are not comitting to anything. If they say, "Oh don't be ridiculous!", you can laugh it off and say "Well I might be ridiculous, but you ARE an attractive woman." Then you have paid a compliment, but there are no expectations attached.
